Qingyan (Elaine) Zhang

Qingyan (Elaine) Zhang double majors in Public Policy Studies and Math at Duke University. At Duke, Elaine serves as the President of the Public Policy Majors’ Union and the Executive Print Editor of Duke Undergraduate Law Review. Growing up in Hangzhou, China, the home to the headquarters of large multinational tech companies such as the Alibaba Group, Ant Group and NetEase, Elaine is passionate about the intersection of technology, policy, and data governance. 

At the Datasphere Initiative, Elaine spearheaded research in Asian data sandboxes and contributes to the Global Sandbox Forum and #Youth4OurDataFuture campaign. In the future, Elaine hopes to advance global data and AI governance, advocating for the ethical and responsible use of data for all. 

In her free time, Elaine likes to read and watch figure skating.
