Job Title: Policy Research Analyst – Latin America and the Caribbean

About the role
We are seeking a Policy Research Analyst to support and help expand our work across Latin America and the Caribbean (LAC) at the intersection of artificial intelligence (AI), Digital Public Infrastructure (DPI), data governance and responsible innovation through sandboxes.
The successful candidate will contribute to sandbox research, policy analysis, stakeholder engagement and project management and implementation across the region. This role offers significant opportunities for growth, with the potential to take on increasing responsibility across Datasphere Initiative’s portfolio across LAC and other regions over time.
This is an excellent opportunity for someone passionate about technology governance and public policy who has experience working with governments, civil society, academia and international organizations to shape responsible digital transformation globally.
Key responsibilities
- Conduct policy research and analysis on sandboxes, AI governance, Digital Public Infrastructure (DPI), data governance, digital public goods and related policy developments across Latin America and the Caribbean.
- Support the design and implementation of sandboxes.
- Monitor policy, regulatory and technological developments relevant to AI and digital transformation in LAC and other relevant regions.
- Produce high-quality policy briefs, reports, presentations and research outputs for diverse audiences.
- Lead engagement with government agencies, international organizations, academia, civil society and private sector stakeholders across Latin America and the Caribbean. \
- Design and facilitate workshops, trainings, consultations and capacity-building activities on sandboxes.
- Assist in project management, including coordinating activities, tracking deliverables and supporting proposal development and fundraising.
- Represent the organization in international meetings, conferences and multi-stakeholder dialogues as appropriate.
Qualifications
Required
- Master’s degree in Public Policy, International Relations, Law, Political Science, Economics, Technology Policy or a related field.
- Professional experience in technology policy, digital governance, public policy, international development or a related area.
- Strong research, analytical and writing skills.
- Excellent written and verbal communication skills in both Spanish and English.
- Familiarity with public policy processes and government engagement in Latin America and the Caribbean.
- Ability to synthesize complex technical and policy topics into accessible recommendations.
- Strong organizational skills and the ability to manage multiple projects simultaneously.
Preferred
- Experience with agile governance approaches, including regulatory or operational sandboxes.
- Knowledge of AI governance, Digital Public Infrastructure (DPI), digital public goods, digital identity or data governance.
- Familiarity with the Latin American and Caribbean digital policy ecosystem, including key regional institutions, governments, civil society organizations and innovation initiatives.
- Experience working with international organizations, multilateral institutions or donor-funded projects.
- Experience facilitating stakeholder consultations, workshops or policy dialogues.
- Portuguese proficiency is an asset.
