Thiago Guimarães Moraes is a Senior Fellow at the Datasphere Initiative, where he is engaged in sandbox-related research, including a partnership with the University of Brasília (UnB) to map case studies of regulatory sandboxes in the Americas. He is also a Brazilian PhD Fellow at UNU-CRIS and Vrije Universiteit Brussel (VUB), researching how multistakeholder collaboration in Artificial Intelligence Regulatory Sandboxes (AIRS) can foster responsible innovation. He is pursuing a joint-degree PhD in Law through an agreement between UnB and VUB, under the supervision of Prof. Dr. Gloria González Fuster (VUB) and Prof. Dr. Alexandre Kehrig Veronese (UnB).

In parallel with his academic work, Thiago is a Specialist in Data Protection and AI Governance at the Brazilian Data Protection Authority (ANPD), where he previously served as Coordinator of Innovation and Research and as its first Data Protection Officer. He is also a co-founder and council member of the Laboratory of Public Policy and Internet (LAPIN), a Brazilian civil society organization dedicated to advancing digital policy.

Since 2018, Thiago has actively participated in global and national Internet Governance Forums, strengthening his expertise in multistakeholder processes to address complex challenges in digital governance. With an interdisciplinary background in Law and Technology, his work explores regulatory sandboxes as collaborative environments that bring regulators, innovators, and society together. He believes that developing a multistakeholder methodology that include civil society engagement in AIRS is essential to promote responsible innovation while ensuring robust protections for fundamental rights.
